In order to catch up, Habeck has announced adjustments to the regulatory framework in particular. Two large packages of articles of law are to be drawn up for this purpose. The first was presented in the draft bill in the spring and went through the cabinet around Easter - the so-called Easter package. In addition, a summer package has already been announced, which is then to go through the Bundestag and Bundesrat in the second half of the year.


The Easter package, which is over 500 pages long, changes several existing laws. This particularly affects the Offshore Wind Energy Act, the Energy Industry Act, the Federal Requirements Plan Act, the Grid Expansion Acceleration Act and the Renewable Energy Act. In the following, we will try to reduce the various changes to the essentials.

The new goal enshrined in the EEG is that 80 percent of electricity in Germany should come from renewable energies by 2030 and almost entirely by 2035. It is therefore always necessary to weigh up whether negative impacts on the environment are to be accepted for the construction or not. Against this background, the Easter package enshrines in the EEG the principle that the use of renewable energies is in the overriding public interest and serves public safety. This means that renewable energies will in future be given priority when weighing up protected interests. This means, for example, that the ban on offshore wind turbines in protected areas will no longer apply and will be replaced by a case-by-case assessment.
