Why don't organizations make policy?

Footballer Khalid Sinouh tweets all the time, at least ten tweets a day. An average tweet contains little news value; 'on the way to training', 'training in stadium sister', 'last corner'. On September 11, his tweet was about something. He gave his opinion about the commemoration ceremony, because he ' got tired of that 9/11 propaganda '. PSV then announced that they did not feel responsible for the statement and indicated that they would speak to Sinouh about it. Another example of a personal slip-up by an employee that also damages his employer. It makes me wonder why organizations (still) do not make policy.

Could it be because organizations do not want to hinder their employees in their freedom of ghana phone number list expression? Is it the employer's ignorance about the opportunities and threats of social media that prevents them from making policy? Do organizations recognize the impact of personal expressions of their employees via social media? You would expect that the following two examples would have inspired them to make a behavioral policy long ago.
