The terms accessible URL , indexable, and crawlable are sometimes confused when they do not mean exactly the same thing. When interpreting certain statistics of your website, it is essential to handle these types of concepts accurately. What is an accessible URL
In short, an accessible URL is one that Google can crawl, access and evaluate its content.

All accessible URLs can be visited by Google, therefore they will not be restricted by any robots.txt functions.

Differences between an accessible URL and an indexed URL
Are all indexed URLs accessible? Yes, but not all accessible URLs are indexed.

The difference is that an accessible URL, i.e. a URL that skype database can evaluate, does not necessarily have to be indexed. This difference is easy to see if we take a new page as an example.
