You can choose from campaign, ad group, or ad.

For YouTube ads, you cannot select any hierarchy other than campaign.
For example, suppose Campaign A has two groups, each of which contains two ads.

Regardless of the number of times each ad is served, once the total number of campaign deliveries to a user reaches 5, ads from Campaign A will no longer be shown to the user in that month.
Ads from other campaigns may still be displayed.
With YouTube ads, you can set frequency caps for both "impressions (number of times displayed)" and "views."
Impressions Set a limit on the frequency of impressions,
which are counted each time your ad is shown on a video partner in the Google Display Network.
View count Set a limit on how often a view can occur. A view is counted
when a user watches a video ad for 30 seconds or until the end,
or when a user takes action on the ad, whichever comes first.
The basis for the decision is cookies
Frequency capping sets a limit on the number of ads to be sent to the same user, but how do we determine whether a user is the same?
We use cookies to determine whether you are the same user .
When you browse a website , a cookie is issued and stored in your browser by the web server, which issues an ID to record your browsing history .
When you visit the site again, the cookie information is sent to the web server, which then checks it .
We then identify that the access came from that unique browser , but the only information handled in this communication is related to the access; the user's behavior itself and the user's personal data are not stored.
Google generally uses third-party cookies, but when they are not available, they use first-party cookies.
