- The Decree of the President of Ukraine on the introduction of martial law in Ukraine or in its individual localities, approved by the Verkhovna Rada of Ukraine, is officially promulgated together with the law on the approval of such a decree of the President of Ukraine and enters into force simultaneously with the entry into force of such a law;
Clause 5, Part 1, Article 6 - the decree of the President of Ukraine on the introduction of martial law shall specify an exhaustive list of constitutional rights and freedoms of man and citizen that are temporarily restricted in connection with special database the introduction of martial law, indicating the term of validity of these restrictions , as well as temporary restrictions on the rights and legitimate interests of legal entities, indicating the term of validity of these restrictions.
In connection with the military aggression of the Russian Federation against Ukraine, based on the proposal of the National Security and Defense Council of Ukraine, in accordance with Clause 20 of Part One of Article 106 of the Constitution of Ukraine, the Law of Ukraine “On the Legal Regime of Martial Law”, Clause 3 of the Decree of the President of Ukraine dated 02/24/2022 No. 64/2022 (as amended by Presidential Decrees No. 133/2022 dated 03/14/2022 No. 259/2022 dated 04/18/2022 No. 341/2022 dated 05/17/2022 No. 573/2022 dated 08/12/2022 No. 757/2022 dated 11/07/2022 No. 58/2023 dated 02/06/2023 No. 254/2023 dated 01.05.2023 No. 451/2023 dated 26.07.2023 No. 734/2023 dated 06.11.2023 No. 49/2024 dated 05.02.2024 No. 271/2024 dated 06.05.2024 ) it was decided (quote):

"In connection with the introduction of martial law in Ukraine, the constitutional rights and freedoms of man and citizen, provided for in Articles 30 - 34 , 38 , 39 , 41 - 44 , 53 of the Constitution of Ukraine , may be temporarily restricted for the period of the legal regime of martial law ..."

The specified list of human and civil rights and freedoms is exhaustive and has not changed since the introduction of the legal regime of martial law in Ukraine to the present day.
